Hanging Around is a mission in Dead Rising 2: Off the Record. It invovles two men hanging from the railing on the second floor of Palisades Mall.
There are two giant stuffed animals in Ultimate Playground, a bull and an elephant. Grab one and place it below one of them to recruit them, then grab the other and do the same. They will join without any dialogue.
Once the first survivor lands to safety, Frank only has a short amount of time before the other loses his grip and falls to their death. Prepare ahead of time by placing the second stuffed animal near his location.[1]
