The handcuff key is a key item in Dead Rising. It is dropped by Jo Slade after she is defeated. It allows Frank to unlock the handcuffs on Kelly Carpenter, Lilly Deacon, and Janet Star, who were captured by Jo, after completing the scoop Above the Law.
